Purpose

A primary goal of public library service is the loan of materials to individuals. In order to offer this service in an efficient manner, the library maintains a database of all borrowers. Patrons in good standing have access to the collection and are encouraged to borrow materials on a regular basis.

Policy

 

  1. Residents of Greene County are eligible for a free library card. Library staff will require proof of permanent residence and positive identification before issuing a card.

  2. Greene County Library System cards issued at Bowlby Library will be honored after the number and personal data are entered into the Flenniken Public Library’s borrower database.

  3. Flenniken Public Library participates in the statewide Access PA library card program. Pennsylvania residents who have been issued cards from the library in their residential service area are eligible for a free library card.

  4. Patrons applying for library cards will sign a responsibility statement which reads as follows: “I accept responsibility for library materials borrowed with the library card issued to me until I report the card lost or stolen. I agree to pay fines for materials returned to the library after their due date and to reimburse the library for materials that are lost, damaged, or stolen.”

  5. Library card registrations will expire every three years. Patrons will be asked to update their personal contact information before a card will be renewed.

  6. Children younger that 14 years of age must have their card applications signed by a parent or guardian, in person in the library. The parent will be responsible for materials borrowed, damaged or lost by the child.

  7. The library does not assume responsibility for the content of any materials borrowed by minors. Parents are encouraged to discuss acceptable content standards with their children.

  8. All circulating library materials will have a loan period of 14 days (adjusted for days the library is closed.). Titles with extremely high demand or that are time-sensitive, such as tax guides, will have shorter loan periods.

  9. Audiovisual materials may be borrowed at the rate of two (2) per format.

  10. Fines for all items will be 20 cents per day with a $5.00 maximum per item.

  11. Items may be renewed up to two (2) times if there are no outstanding holds.

  12. Overdue items may be renewed, either at the library or by phone.

  13. Patrons will be denied borrowing privileges for the following reasons until restitution is made:

    1. Total fines exceed $5.00

    2. Materials returned in damaged condition

    3. Materials lost or stolen

    14.   The library reserves the right to take measures up to and including legal action to     recover materials not returned.
